அண்ணாவின் வழியில் ஆட்சி நடத்துவதாகக் கூறிக்கொண்டு, ஆளுநரிடம் அடிபணிவதா? – சீமான் கண்டனம்
தமிழ்நாட்டின் அனைத்துத் துறைச்செயலாளர்களும் திட்டங்களின் அமலாக்கம் மற்றும் செயல்பாடுகள் குறித்த விபரங்களை தமிழக ஆளுநருக்குத் தெரிவிக்க வேண்டுமென தமிழகத்தின் தலைமைச்செயலாளர் ஐயா இறையன்பு அவர்கள் சுற்றறிக்கை விடுத்திருப்பது அதிர்ச்சியளிக்கிறது.
ஒன்றியத்தை ஆளும் பாஜக அரசின் முகவராகச் செயல்படும் ஆளுநரின் அத்துமீறலுக்கு வழிவகுத்திடும் திமுக அரசின் இச்செயல் மிகத்தவறான முன்னுதாரணமாகும். இதற்கு ஐயா இறையன்பு போன்றவர்களும் துணைபோவது ஏமாற்றமளிக்கிறது. மதிப்புவாய்ந்த பெருந்தகைகள் இதுபோன்ற மதிப்பிழக்கும் வேலைகளைச் செய்யக்கூடாது.
ஆளுநர் பதவி என்பது அலங்காரப்பதவிதானே ஒழிய, அதிகாரம் செலுத்தும் நிர்வாகப் பதவியல்ல. மாநில ஆட்சியமைப்பு முறைகளில் தலையிட ஆளுநருக்கென்று தனிப்பட்ட அதிகார வரம்புகள் எதுவும் இந்திய அரசியலமைப்புச்சாசனத்தில் வரையறுக்கப்பட்டவில்லை. மக்களால் தேர்வுசெய்யப்பட்ட மாநில அமைச்சரவையின் நிர்வாகத்தின் ஆளுநர் தலையிட்டு, குறுக்கீடுசெய்து இடையூறு விளைத்திடுவது மக்களாட்சித்தத்துவத்தைக் குலைத்திடும் கொடுஞ்செயலாகும்.
ஏழு தமிழர் விடுதலைக்காக மாநில அரசு இயற்றிய தீர்மானத்திற்கு ஒப்புதல் தரமறுத்து தனது கடமையைச் செய்யத் தவறும் ஆளுநர், மாநில நிர்வாகத்தை ஆய்வுசெய்வதாகக் கூறுவது கேலிக்கூத்தாகும். பாஜக ஆளாத மாநிலங்களில் அரசின் நிர்வாகத்தில் தலையிடுவதும், அரசமைப்பின் அதிகாரிகளோடு கலந்தாய்வுசெய்வதும், துறைச்செயலாளர்களின் நடவடிக்கைகளை ஆய்வுசெய்வதுமென ஆளுநர்கள் மூலமாகக் குடைச்சலைக் கொடுக்கும் பாஜக அரசின் செயல் கடும் கண்டனத்துக்குரியது.
அதிமுக ஆட்சியில் ஆளுநரின் ஆய்வுக்கெதிராகப் போராடிய திமுக, தங்களது ஆட்சியில் ஆளுநரின் எதேச்சதிகாரப்போக்கை எதிர்க்கவே துணிவற்று, முழுமையாகப் பணிந்துபோவது மாநிலத் தன்னுரிமையைக் காவுகொடுக்கும் உரிமையிழப்பாகும். பாஜகவின் அடாவடித்தனத்தை எதிர்த்துச் சண்டையிடாது சமரசமடைந்த திமுகவின் அணுகுமுறை வெட்கக்கேடானது.
இதுதான் திமுக, பாஜகவை எதிர்க்கின்ற முறையா? இதுதான் ஆரியத்திற்கு எதிராக திராவிடம் செய்யும் சமரசமற்ற சமரா? ‘ஆட்டுக்குத் தாடி எதற்கு? நாட்டுக்கு ஆளுநர் எதற்கு?’ என முழங்கிய அறிஞர் அண்ணாவின் வழியில் ஆட்சியில் நடத்துவதாகக் கூறும் திமுக அரசு, அதற்கு மாறாக ஆளுநரின் முடிவுக்கு அடிபணிந்து மாநில உரிமையைப் பறிகொடுப்பது மிகப்பெரும் சனநாயகத்துரோகமாகும்.

Forgoing Statehood: Stalin Surrenders to Governor
It is shocking that the Chief Secretary of Tamil Nadu, Irai Anbu, has issued a circular directing all the Department Secretaries of Tamil Nadu to inform the Governor on the implementation and activities of the schemes. This act of the DMK government has been seen as an incorrect example that will pave the way for the governor, who acts as an agent of the BJP-led Union government, to overdo his role.
It is highly disappointing that eminent personalities like Irai Anbu are supportive of this submissive act. There are no particular jurisdictions in the Constitution of India for the Governor to interfere in the constitutional system of the State. It is an atrocity that undermines democracy by the Governor’s intervention of the State administration run by the cabinet elected by the people. It is ridiculous that the governor, who failed to do his duty by disapproving the state government’s resolution for the release of seven Thamizhs, scrutinize the state administrative decisions. It is strongly condemnable that the Union government has been interfering in the administration matters of the State by consulting with State officials and scrutinizing the activities of departmental secretaries in states ruled by a party other than BJP.
The DMK, which raised its voice vehemently against the governor’s review of State administration during the then AIADMK regime, seems to be toothless to oppose the governor’s dictatorship under their rule is an act of forgoing state sovereignty. The DMK’s attitude of being a mute spectator of the BJP’s atrocities is shameful. Is this the uncompromising struggle of Dravidam against Aryanism? It is a great betrayal of democracy to submit to the governor’s decision and usurp statehood by the DMK government, which claims to be ruling in the way of Anna.
