கேரள மாநிலத்தில் தமிழர்கள் பெரும்பான்மையாக வசிக்கக் கூடிய இடுக்கி மாவட்டத்தில் உள்ள சுற்றுலாத்தலமான மூணாறில் உள்ள தேயிலைத் தோட்டங்களில் பணியாற்றிய 23 தமிழ்க் குடும்பங்களைச் சேர்ந்த 80க்கும் மேற்பட்டோர் பெருமழை காரணமாக, கடந்த 07-08-2020 அன்று அதிகாலையில் ஏற்பட்ட நிலச்சரிவினால் உறங்கிகொண்டிருந்தபோதே வீடுகளோடு புதையுண்டு அதில் பலரும் உயிரிழந்தனர் என்ற செய்தி கடும் அதிர்ச்சியையும் சொல்லொணாத் துயரத்தைத் தருகிற அதே வேளையில் இதுவரை 49 பேரின் உடல்கள் மட்டுமே மீட்கப்பட்டுள்ளது; இன்னும் பலரது நிலை என்னவென்றே தெரியாமல் இருப்பதுதான் மிகுந்த துயரத்தையும், மன வேதனையையும் அளிக்கிறது.

நிலச்சரிவு ஏற்பட்ட ராஜமலை – பெட்டிமுடி மட்டுமின்றி இடுக்கி மாவட்டத்தில் உள்ள மக்களில் ஏறத்தாழ 70 விழுக்காட்டினர் தமிழர்கள். குறிப்பாக நூற்றாண்டு காலமாகத் தேயிலைத் தோட்டங்களைத் தங்கள் குருதியால் நனைத்து வளர்த்தவர்களின் வாழ்க்கை தரம் மட்டும் எவ்வித முன்னேற்றமும் இல்லாமல் இன்னும் நூற்றாண்டு காலம் பின்தங்கியே இருக்கிறது. இந்நிலையில் தற்போது ஏற்பட்ட இந்த இயற்கை பேரழிவு அவர்களின் ஒட்டுமொத்த எதிர்காலத்தையும் அழித்துவிட்டது.

இதே கேரள மாநிலத்தில், கடந்த 08.08.2020 அன்று கோழிக்கோட்டில் நடந்த விமான விபத்தில் 19 பேர் உயிரிழந்துள்ளார்கள். பலர் படுகாயமடைந்துள்ளனர். இந்த மிகவும் கொடுமையான துயர நிகழ்விற்கு நம்முடைய ஆறுதலையும் தெரிவித்து இருந்தோம். விமான விபத்தில் சிக்கியவர்களை மீட்பதில் மத்திய, மாநில அரசுகள் மின்னல் வேகத்தில் செயல்பட்டு பலரது உயிரை காப்பற்றியதை வரவேற்கிறேன். ஆனால், இந்த இரண்டு விபத்துகளையும் கேரள அரசு மற்றும் மத்திய அரசுகள் கையாண்ட முறையிலும் துயர்துடைப்புப் பணிகளிலும் பாகுபாடு இருப்பதாகவே எண்ணத்தோன்றுகிறது.

கேரள முதல்வர், விமான விபத்திற்கு அமைச்சர் தலைமையில் மீட்பு குழு ஒன்றை அமைக்கிறார். இந்திய பிரதமர் மற்றும் மத்திய அமைச்சர்கள் கேரள முதல்வருடன் தொடர்புகொண்டு மீட்புபணிகள் விரைந்து நடைபெறுவதை உறுதி செய்ததுடன் தேவையான உதவிகள் புரிய மத்திய பேரிடர் மீட்பு படையையும் உடனடியாக அனுப்பி மீட்புப் பணியைத் துரிதப்படுத்தினர். மத்திய அமைச்சர் நேரில் சென்று பார்வையிட்டார். ஆனால் அதே வேளையில் அதைவிட அதிக உயிரிழப்புகள் நிகழ்ந்த துயர நிகழ்வில் சிக்குண்டவர்களை மீட்க இத்தகைய வேகத்துடன் மத்திய-மாநில அரசுகள் செயல்படவில்லையோ என்ற ஐயம் உலகெங்கும் வாழும் தமிழர்கள் மத்தியில் எழுந்துள்ளது.

விமான விபத்தில் இறந்தவர்களுக்கு கேரள அரசு தலா 10 இலட்சம் ரூபாய் இழப்பீடு அறிவித்துள்ளது. ஆனால், அதே கேரள அரசு நிலச்சரிவில் குடும்பத்தோடு மடிந்த தமிழர்களுக்கு தலா 5 இலட்சம் ரூபாய் மட்டுமே அறிவித்துள்ளது. விமான விபத்தில் காயமடைந்து சிகிச்சை பெறுவோரை கேரள முதல்வர், அமைச்சர்கள், அரசு அதிகாரிகள் உடனடியாக கோழிக்கோடு மருத்துவமனைக்கு நேரில் சென்று பார்வையிட்டனர். ஆனால், மூணாறில் சிகிச்சைப் பெற்று வரும் தமிழர்களைப் பார்க்க யாரும் செல்லவில்லை.

மத்திய பாஜக அரசு தமிழர்கள் பாதிக்கப்படும்போது பாரா முகத்துடன் நடந்துகொள்வது புதிதல்ல; வெள்ளம், மழை, புயல் என்று தமிழர்கள் எத்தகைய துயர துன்பத்திற்கு ஆளானாலும் அலட்சிய போக்குடன் நடந்துகொள்வது வாடிக்கையானதே ஆனால் சமத்துவம், சகோதரத்துவம் என்று பேசக்கூடிய பொதுவுடைமை கட்சியினைச் சார்ந்த கேரள முதலமைச்சர் ஐயா பினராயி விஜயனின் ஆட்சியிலும் அதே போல் நிகழ்கிறதோ என்ற சந்தேகம் வருவதைத் தடுக்கமுடியவில்லை.

எனவே மத்திய-மாநில அரசுகள்,

1. தமிழர்களுக்கு எழுந்துள்ள ஐயங்களுக்கும், குற்றச்சாட்டுகளுக்கும் இனியும் இடங்கொடுக்காமல் மீட்புப் பணிகளை விரைவுபடுத்த உடனடியாக நடவடிக்கை எடுக்க வேண்டும்.

2. நிலச்சரிவில் சிக்குண்டு மருத்துவமனைகளில் சிகிச்சை பெற்று வருபவர்களுக்கு உரிய சிகிச்சை வழங்க வேண்டும். இறந்தவர்களின் குடும்பங்களுக்கும், காயமடைந்தவர்களுக்கும் அதிகபட்ச இழப்பீட்டையும் உரிய துயர் துடைப்பு உதவிகளையும் வழங்க வேண்டும்.

3.இறந்தவர்களின் உடல்களை முறையாக நல்லடக்கம் செய்ய அவர்களது உறவினர்களிடம் வழங்க வேண்டும் என்றும், அவ்வாறு வழங்க தவறிய அதிகாரிகள் மீது உரிய நடவடிக்கை எடுக்க வேண்டும்.

4. வீடு உட்பட அனைத்து உடைமைகளையும், உறவுகளையும் இழந்து கையறு நிலையில் நிற்பவர்களுக்கு உடனடியாக மறுவாழ்விற்கான நிரந்தர மாற்று ஏற்பாடுகளைச் செய்து தரவேண்டும்.

5. அதிக வேலை வாங்குவதற்காகத் தேயிலை தோட்டம் அமைந்துள்ள மலைச்சரிவுகளிலேயே தொழிலாளர்களுக்குப் பாதுகாப்பற்ற முறையில் குடியிருப்புகளை அமைத்து தந்துள்ள தேயிலை தோட்ட நிர்வாகங்கள் மீது சட்டப்படி நடவடிக்கை எடுத்து, உடனடியாகப் பாதுகாப்பான மாற்று குடியிருப்புகள் வழங்கப்படுவதை உறுதி செய்ய வேண்டும்.

மேலும் தமிழக அரசு, மூணாறு தேயிலைத் தோட்ட நிலச்சரிவு மீட்பு மற்றும் துயர் துடைப்புப் பணிகளில் கேரள மற்றும் மத்திய அரசுகளோடு தொடர்புகொண்டு அவர்களது செயல்பாடுகளைத் தொடர்ந்து கண்காணிப்பதுடன், உடனடியாகத் தேவையான உதவிகளையும் செய்ய வேண்டும் எனவும், வெளி மாநிலங்கள் மற்றும் வெளி நாடுகளில் பணிபுரியும் தமிழர்களின் பாதுகாப்பினை உறுதி செய்ய உடனடியாகத் தமிழக அரசு தனி அமைச்சகத்தை அமைக்க வேண்டும் எனவும் நாம் தமிழர் கட்சி சார்பாக வலியுறுத்திக் கேட்டுக்கொள்கிறேன்.

Seeman Questions Why Delay in Rescuing Tamil Victims of the Munnar Landslide Tragedy?

While the shocking news that 78 people from 23 Tamil families working in the tea estates in Munnar, a tourist destination in the Tamil-majority Idukki district of Kerala, were buried with their homes while sleeping in the early morning on 07-08-2020 due to heavy rains, many of them were not yet been recovered is what causes even more grief and mental anguish.

Nearly 70 percent of the people in the Idukki district, including the landslide affected Rajamalai-Pettimudi, are Tamils. The quality of life of those who have worked so hard to make the tea plantations a reality for centuries is still lagging behind many decades without any improvement. In this case, this disaster has destroyed their entire future.

In the aftermath of this natural disaster, one may raise doubts that the Kerala state government has shown great indifference in rescuing Tamils trapped in landslides. It is alleged that the rescue operation was not carried out in full swing on a wartime basis as the bodies of many others have not been recovered three days after the landslide.

In the same State of Kerala, 19 people were killed in a plane crash in Kozhikode on 08.08.2020. Many have been seriously injured. We had also extended our condolences to this tragic event.

However, it seems that there is a big difference between the handling of these two accidents, especially the relief efforts, by the Communist ruling Kerala State and the BJP ruling Central government. I welcome the fact that the Central and State Governments have acted with lightning speed in rescuing the victims of the plane crash and saving many lives. The Chief Minister of Kerala has set up a rescue team headed by the Minister and The Indian Prime Minister and the Union Ministers liaised with the Chief Minister of Kerala to expedite the rescue operation immediately by sending the Central Disaster Rescue Force to assist, which are commendable. But at the same time, the question has arisen among Tamils around the world why the Central and State Governments have so far neglected to act with such speed in rescuing those trapped in the landslide tragedy that has claimed even more lives comparatively.

The Kerala government has announced compensation of 10 lakh rupees each for those who died in the plane crash. However, the same Kerala government has announced only 5 lakh rupees each for the Tamils who lost their families in the landslide. Ministers and government officials visited those who were injured and receiving treatment in the plane crash at the Kozhikode hospital but neither officials nor ministers visited the Tamil workers who were receiving treatment in Munnar; The Kerala Chief Minister who visited Kozhikode did not go to Munnar.

It is not new for the BJP government to behave in a paranoid manner when Tamils are affected; It is customary for BJP to behave with indifference, no matter how tragic the floods, rains, storms, etc. But it is shocking that the Kerala’s Chief Minister Hon’ble Pinarayi Vijayan, who belongs to the Communist Party, which speak of equality, is acting in a similar way.

Hence, the Central and the State Governments should execute the following:

Both the Central and the Kerala State Governments should take immediate steps to expedite the recovery process, leaving no room for doubts and allegations arising in the minds of the Tamils.

2. Appropriate treatment should be provided to those who are being treated in hospitals. The families of the dead and the injured should be given maximum compensation and appropriate relief assistance.

3. The bodies of the deceased should be handed over to their relatives for proper cremation, and appropriate action should be taken against the officials who fail to do so.

4. Alternative arrangements should be made immediately for the rehabilitation of those who have lost all possessions and relations, including their homes, without asking them to submit documents.

5. Legal action should be taken against the tea estate administrations who have set up unsafe accommodation for the workers on the slopes where the tea estate is located in order to extract more work and to ensure the immediate provision of safe alternative accommodation.

On behalf of the Naam Tamilar Katchi, I also urge the Tamil Nadu Government to liaise with the Kerala and the Central Governments in connection with the landslide recovery and mitigation work of the Munnar Tea Estate, continue to monitor their activities, and provide the necessary assistance immediately.
