நாடு முழுவதும் ஊரடங்கு உத்தரவு நடைமுறையிலிருக்கும் தற்காலத்தில் நிலவும் அசாதாரணச்சூழலைத் தனக்குத் தற்பயனாக்க முனையும் மத்தியில் ஆளும் பாஜக அரசு பன்முகத்தன்மை எனும் இந்நாட்டின் தனித்துவத்தைச் சிதைத்தழிக்கும் சதிச்செயலை பெரும் முனைப்போடு செயல்படுத்தி வருவது வன்மையான கண்டனத்திற்குரியது. மாநிலங்களின் உரிமைகளைப் பறித்து மத்தியிலே அதிகாரத்தைக் குவிப்பதையும், தேசிய இனங்களின் தனித்த அடையாளங்களை மறைத்து, ஒற்றைமயப்படுத்துவதையும் வீரியமாகச் செய்து எதேச்சதிகாரப்போக்கைக் கட்டவிழ்த்துவிடும் பாசிச செயல்பாட்டின் நீட்சியாக நாடு முழுமைக்கும் தேசியக்கல்விக் கொள்கை எனும் பெயரில் காவிக்கொள்கையை நடைமுறைப்படுத்த முனைவது இந்தியாவின் இறையாண்மையையே தகர்க்கும் பேராபத்தாகும்.

3,5,8,10, 12 ஆம் வகுப்புகளுக்கான பொதுத்தேர்வுகள், எல்லாவிதப் பட்டப்படிப்புக்கும் நாடு முழுமைக்கும் நுழைவுத்தேர்வுகள் என்று வரிசையாக அடுக்கப்பட்டிருக்கும் தேர்வறிவிப்புகள் மாணவர்களை அச்சுறுத்தி, அவர்களது தனித்திறன்களை மலடாக்கும் வேலைதானே ஒழிய, அவர்களை ஆளுமைகளாக வளர்த்தெடுக்கும் செயலல்ல; இது அடித்தட்டு உழைக்கும் வர்க்கத்திலிருந்து முதல் தலைமுறையாகக் கல்வி கற்க வரும் இளந்தளிர்களை உயர்கல்வியிலிருந்து வெளியேற்றி இடை நிற்றலுக்கு வழிவகுக்கும் கொடுஞ்செயலாகும். ஏற்கனவே, நீட் தேர்வைக் கொண்டு வந்து வந்து ஏழை, எளிய மாணவர்களின் மருத்துவக்கனவை கானல் நீராக்கியது போல, தற்போது கலை, அறிவியல் மாணவர்களுக்கும் பொது நுழைவுத்தேர்வைக் கொண்டு வருவது கிராமத்து, அடித்தட்டு மாணவர்களின் உயர்கல்விக்கு உலை வைக்கும் கயமைத்தனமாகும்.

மொழிச்சிறுபான்மையினருக்குக்கூட அவர்களது தாய்மொழியில்தான் பயிற்றுவிக்க வேண்டும் என இந்திய அரசியலமைப்புச்சாசனம் கூறுகிறபோது, ஐந்தாம் வகுப்புவரை மட்டுமே தாய்மொழி வழிக்கல்வி எனும் அறிவிப்பு பெருத்த ஏமாற்றமளிக்கிறது. அத்தோடு, மும்மொழிக்கொள்கை எனும் பெயரில் எதற்குப் பயன்தரா சமற்கிருத மொழியைத் திணிக்க முற்படுவது கல்வியை ஆரியமயப்படுத்தும் வேலையின்றி வேறில்லை. விருப்ப மொழி எனும் பெயரில் உள் நுழைக்கப்படும் சமஸ்கிருதம் நாளையே கட்டாய மொழியாக மாற்றப்பாட்டாலும் அதில் எவ்வித வியப்புக்கும் இடமில்லை. ஒருபுறம், கல்விக்காக 6 விழுக்காடு நிதி ஒதுக்கீடு என அறிவித்துவிட்டு மறுபுறம் கல்லூரிகளுக்குத் தரத்தின் அடிப்படையில் நிதியுதவி என்பதும், 5,000 மாணவர்களுக்கு மேலுள்ள கல்லூரிகள் மட்டுமே தொடர்ந்து செயல்பட அனுமதி என்பதும் இராஜாஜி முதல்வராக இருந்த காலத்தில் பள்ளிகள் மூடப்பட்ட தமிழகத்தின் இருண்டக்காலத்தை நினைவுபடுத்துகிறது.

மாநில அரசுகள் தரும் நிதியில் செயல்படும் கல்லூரிகள், பல்கலைக்கழகங்களை நிர்வகிக்கப் பிரதமர் தலைமையில் ஒரு உயர்மட்டக்குழு உருவாக்கப்படும் என்பதும், பல்கலைக்கழகத் துணைவேந்தர்களை மத்திய அரசே நேரடியாக நியமிக்கும் என்பதும் மாநில அரசுகளின் இறையாண்மை மீது தொடுக்கப்படும் பெருந்தாக்குதலாகும். மாநிலப்பட்டியலிலிருந்த கல்வியைப் பொதுப்பட்டியலுக்குத் தாரைவார்த்ததன் விளைவாகப் பல்வேறு சிக்கல்களை மாநிலங்கள் எதிர்கொண்டு வரும் நிலையில் இப்புதிய கல்விக்கொள்கை என்பது கல்வியைப் பொதுப்பட்டியலிலிருந்து மொத்தமாய் மத்தியப்பட்டியலுக்குக் கொண்டுசெல்வதற்கான தொடக்க நிலைப்பணிகளே. ஐந்தாம் வகுப்பு வரை மட்டுமே மதிய உணவு வழங்கப்படும் என்பதும், மதிப்பெண்கள் அடிப்படையிலேயே கல்வி உதவித்தொகை வழங்கப்படும் என்பதும் சமூகநீதியின் மீது விழுந்த மற்றுமொரு பேரிடியாகும். இது பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட, ஒடுக்கப்பட்ட, பழங்குடியின மாணவர்களின் உயர்கல்வியை முற்றாகப் பறிக்கும் வேலைத்திட்டமே!

பல்வேறு மாநிலங்களில் வாழும் பல தேசிய இனங்கள் பலதரப்பட்ட பாடத்திட்டங்களைப் பின்பற்றும்போது ஒற்றைத்தேர்வு முறை எப்படிச் சாத்தியம் எனும் கேள்வி தொடர்ந்து எழுப்பப்படுவதால், தற்போது பாடத்திட்டத்தையும் ஒரே மாதிரியாக்க இக்கல்விக்கொள்கையில் வழிவகைச் செய்யப்பட்டிருக்கிறது. அந்த ஒரே பாடத்திட்டத்திலும் அறிவியலுக்குப் புறம்பான ஆரியத்துவக் கதைகளையும், மூட நம்பிக்கைகளை வளர்க்கும் புராண, இதிகாசப் புரட்டுகளையும் வலிந்து திணிக்கப்பட வாய்ப்பமைத்திருக்கிறது இக்கல்விக்கொள்கை. ஏற்கனவே, வேலுநாச்சியாருக்குப் பதிலாக ஜான்சி ராணியையும், அழகு முத்துக்கோனுக்குப் பதிலாக மராத்திய சிவாஜியையும் படித்துக்கொண்டிருக்கும் நிலையில் தமிழின வரலாற்று இன்னும் இருட்டடிப்புச் செய்யப்படும். மொத்தத்தில், இப்புதிய கல்விக்கொள்கையானது மனுநீதியின் பெயரால் ஆண்டாண்டு காலமாகக் கல்வி மறுக்கப்பட்டு வந்த பூர்வக்குடிகளுக்குக் கல்வி கிடைப்பதை தடுக்க முனையும் குலக்கல்வியை நவீன வடிவத்தில் உட்புகுத்தும் வர்ணாசிரமச்சூழ்ச்சியின் மறுவடிவமேயாகும்.

கல்வித்தரத்தில் முன்னேறியுள்ள உலகின் முன்னணி நாடுகள் யாவும் 6 வயதிலேதான் குழந்தைகளின் கற்றலைத் தொடங்கும் நிலையில், புதிய கல்விக்கொள்கையின் மூலம் 3 வயது குழந்தைகளையே கட்டமைக்கப்பட்ட கல்வித்திட்டத்திற்குள் கொண்டுவருவது என்பது அவர்களது தனித்திறனை சிதைக்கும் கொடுங்கோன்மையாகும். மாணவர்களின் தனித்திறனை கண்டறிந்து, அவர்களை விளையாட்டு, இசை, ஓவியம் போன்ற நுண்கலைகளில் தலைச்சிறந்த தகைமையாளர்களாக வளர்த்து, வார்த்தெடுக்காது; ஏழை, எளிய, பிற்படுத்தப்பட்ட, ஒடுக்கப்பட்ட, கிராமப்புற மாணவர்களைக் கல்வியைவிட்டே அப்புறப்படுத்தும் வேலையைச் செய்திட முனைவதும், தொழிற்கல்வி எனும் பெயரில் தந்தையின் தொழிலையே தானும் செய்யும் வகையில் அதை நோக்கி மாணவர்களை நகர்த்துவதுமே இப்புதிய கல்விக்கொள்கையின் நோக்கமாக இருப்பது வெட்ட வெளிச்சமாகிறது.

மேலும், கல்வித்துறையின் ஒரு அங்கமான தேர்வுத்துறையினைத் தனியார் நிறுவனத்திடம் ஒப்படைக்க வாசல் திறந்துவிடுவது ஊழலுக்கும், இலஞ்சத்துக்கும், முறைகேடுகளுக்குமே வழிவகுக்கும். பெண்களுக்கான கல்வி முன்னேற்றத்தை பற்றி எவ்வித அறிவிப்பும் இல்லாததும் இப்புதிய கல்விக்கொள்கை நம்மைப் பின்னோக்கி இட்டுச்செல்லும் என்பதற்கான மற்றுமொரு சான்றாகும். ஆகவே, அதிக நிதி ஒதுக்கீடு, தொழிற்கல்வி, ஐந்தாம் வகுப்புவரை தாய்மொழிவழிக்கல்வி என்பவையெல்லாம் நம்மை மடைமாற்றி மயக்க முனையும் பாஜகவின் வழமையான திசைதிருப்பல்களே அன்றி, உண்மையான நோக்கத்தோடு செய்யப்பட்டவை அல்ல. ஆகவே, சிற்சில நன்மைகள் இருப்பதாய் நம்பி இப்புதிய கல்விக்கொள்கையை ஏற்றால் நாளைய நம் தலைமுறையே மொத்தமாய்ப் பாஜகவின் வஞ்சக வலையில் சிக்க நேரிடும் என்பதில் சிறிதும் ஐயமில்லை. பலதரப்பட்ட தேசிய இனங்கள் சங்கமித்து வாழும் இந்திய ஒன்றியத்தின் கல்வி முறையை ஒரே குழுவை வைத்து முடிவுசெய்து, ஒரே பாடத்திட்டத்தை அவர்கள் மீது திணிக்க முற்படுவது தேசிய இனங்களின் தனித்தன்மை மீது கல்லெறியும் போக்காகும்.

புதிய கல்விக்கொள்கையின் வாயிலாக நிகழும் மொழித் திணிப்பினை தமிழக அரசு எதிர்ப்பது வரவேற்கத்தக்கதென்றாலும், அதுவே போதுமானதல்ல. நாம் தமிழர் கட்சி முன்வைக்கும் தாய்மொழி வழி கற்றல் எனும் ஒரு மொழி கொள்கையே சரியான கல்விக்கொள்கை. அதற்கு நேர்மாறாக மும்மொழிக்கொள்கையைத் திணித்து மாநிலத்தன்னாட்சிக்குப் பங்கம் விளைத்திடும் இப்புதிய கல்விக்கொள்கையை மொத்தமாய் தமிழக அரசு அமுல்படுத்தக்கூடாது.

ஆகவே, தமிழக அரசு இப்புதிய கல்விக்கொள்கைக்கு எதிராக உடனடியாக தமிழக அமைச்சரவையைக் கூட்டி கொள்கை முடிவெடுக்க வேண்டும் என நாம் தமிழர் கட்சி சார்பாக வலியுறுத்துகிறேன்.

TN Govt Should Convene Cabinet Ministers’ Meet to Take Policy Decision Against NEP!

It is highly reprehensible that the ruling BJP government, amidst the curfew across the union, trying to capitalize on the current extraordinary circumstances, which conspires to undermine the union’s uniqueness of diversity. It is a disgrace and a great danger to India’s sovereignty to seek to implement the “saffron” policy in the name of National Education Policy (NEP) as an extension of the fascism, seizing rights of the states, centralizing, concentrating powers at the centre, and viciously concealing and unifying the individual identities of various ethnic nationalities.

The public examinations for Classes 3, 5, 8, 10, and 12, and all sorts of examinations for all higher education sequestered entrance examinations throughout the country are a task of maligning students’ skills and abilities and not to develop them into great personalities; This is a terrible act that will lead to the elimination of first-generation young students from the lower working class, indirectly forcing them to drop out or quit themselves from higher education. Just as the NEET has already brought down the medical dream of poor students, now bringing the common entrance examination for arts and science students is an act of devastating the higher education dreams of the rural and downtrodden students.

While the Constitution of India states that even linguistic minorities must be educated in their mother tongue, the announcement of mother tongue instruction only up to Class 5 is a great disappointment. In addition, the attempt to impose the “NOT-SO” useful Sanskrit language in the name of trilingualism is nothing but the work of Aryanizing education. It is not surprising that Sanskrit, which will be introduced as a language of choice, will be made a compulsory language tomorrow. On the one hand, the announcement of a 6% allocation for education; on the other hand, funding for colleges on the basis of quality and the fact that only colleges with more than 5,000 students are allowed to continue to operate is reminiscent of the dark days of Tamil Nadu when schools were closed during Rajaji’s tenure as chief minister.

The creation of a high-level committee headed by the Prime Minister to manage colleges and universities funded by state governments and the direct appointment of university vice chancellors by the central government is a major attack on the sovereignty of state governments. The new education policy is the initial step towards moving education from the general list category to the central list as a whole, in a time when states face a variety of problems as a result of streamlining education from the state list to the general list. The policy of providing lunch only up to Class 5 and scholarships are awarded on the basis of marks are another set of disaster that has befallen social justice. This is a program that completely robs the higher education dream of the backward, the most backward, the oppressed, and the tribal students!

As the question of how a single, centralized examination is possible continues to arise when different ethnic nationalities living in different states follow different curricula, the curriculum is now being modeled for uniformity through this NEP. In that single syllabus, this educational policy has the opportunity to impose unscientific Aryan stories and myths and legends that foster closed beliefs. Already, Tamil history will be further obscured by reading Jhansi Rani instead of Velu Nachiyar and Marathi Shivaji instead of AzhaguMuthukon. All in all, the new education policy is a re-enactment of the racist maneuver to modernize Caste-Centric Education, which seeks to deprive the aborigines of access to education for several years in the name of (In)justice, i.e., “Manusmriti”.

While all the world’s leading nations have begun to educate children at the age of 6, the new education policy is a tyranny that undermines their individual skills by bringing 3-year-old children into a structured curriculum. The education policy should aim to discover the uniqueness of each students, to develop them into great personalities in the fine arts such as sports, music, painting, etc. and not to motivate the students to pursue the father’s profession in the name of vocational education, aiming to exclude the poor, the backward, the oppressed, and the rural students from education.

Moreover, opening the door to handing over the examining section, a major component of the education sector, to the private sector would lead to corruption, bribery and malpractice. The lack of any announcement about the empowerment of women education is yet another proof that this new education policy will push us backwards. Therefore, fancy words such as higher funding, vocational education, and mother tongue education up to Class 5 are the BJP’s usual diversion tactics, not with real intent. Therefore, there is not even a small element of doubt that if we adopt this new education policy with the belief that there are some benefits, our entire generation tomorrow will fall into the trap set by the BJP. Attempting to impose the same curriculum on the education system of the Indian Union, which is inhabited by a diverse ethnic nationalities, by imposing the same curriculum on them, is an assault on ethnic nationalities’ identity.

Though the Tamil Nadu Government’s notion to oppose the imposition of language through the New Education Policy, it is not enough. The right education policy is a language policy, where learning with mother tongue language as medium of instruction which Naam Tamilar Katchi is proposing. On the contrary, the Tamil Nadu Government should not implement this New Education Policy as a whole, which enforces a trilingual policy and jeopardises the autonomy of the State. Therefore, on behalf of the Naam Tamilar Katchi, I urge the Government of Tamil Nadu to immediately convene the TN Cabinet Ministers’ meet to take policy decision against this New Education Policy.
