உடும்பஞ்சோலை மலைப்பகுதியை ‘பாதுகாக்கப்பட்ட வனப்பகுதி அல்ல’ என்றறிவித்து மத்திய அரசு வெளியிட்டுள்ள புதிய அரசாணையை உடனடியாகத் திரும்பப்பெற வேண்டும்! – சீமான் வலியுறுத்தல்
தேனி மாவட்டம், மேற்குத்தொடர்ச்சி மலையில் நியூட்ரினோ திட்டம் செயல்படுத்த வசதியாக அங்குள்ள உடும்பஞ்சோலை மலைப்பகுதியை ‘பாதுகாக்கப்பட்ட வனப்பகுதி அல்ல’ என்று அறிவித்து மத்திய வனம் மற்றும் சுற்றுச்சூழல் துறை அமைச்சகம் புதிய அரசாணை வெளியிட்டுள்ளது அதிர்ச்சியளிக்கிறது.
மேற்குத்தொடர்ச்சி மலைப்பகுதியில் மதிகெட்டான் சோலை தேசிய பூங்கா அமைந்துள்ள உடும்பஞ்சோலை மலைப்பகுதி பாதுகாக்கப்பட்ட வனப்பகுதி எனக் கடந்த 1987 ஆம் ஆண்டு அறிவிக்கப்பட்டது. இதனால், இந்தப் பகுதியில் சுற்றுச்சூழலைப் பாதிக்கும் எவ்விதத் தொழிற்சாலைகளும் தொடங்குவதற்குத் தடை உள்ளது. இந்நிலையில், தமிழக எல்லையிலிருக்கும் இந்த வனப்பகுதியைப் பாதுகாக்கப்பட்ட வனப்பகுதி அல்ல என்று மத்திய அரசு அறிவித்திருப்பது வன்மையான கண்டனத்திற்குரியது. இந்த மலைப்பகுதியில்தான் நியூட்ரினோ திட்டத்தைச் செயல்படுத்த மத்திய அரசு திட்டமிட்டுள்ளது என்பதன் மூலம் இதன் உள்நோக்கத்தை அறிந்துகொள்ளலாம்.
நியூட்ரினோ ஆய்வுத் திட்டத்துக்காக மலை உச்சியிலிருந்து 1.3 கிலோ மீட்டர் கீழே 2.5 கிலோ மீட்டர் தூரத்துக்குச் சுரங்கப் பாதைகள் அமைக்கப்படும். இதற்காகப் பாறைகளைப் பிளக்கும் தொழில்நுட்பங்களாலும், வெடிமருந்துப் பொருட்களின் பயன்பாட்டாலும், கதிர்வீச்சுப் பொருட்களின் கலப்பாலும் நிலம், நீர், வன உயிரினங்கள், தாவரங்கள் தொடங்கி அத்தனையும் அழியக்கூடும். மேலும், மலைப்பாறைகள் வெடிவைத்துத் தகர்க்கப்பட்டால் எழும் தூசு மண்டலம் காற்றினை மிகப்பெரிய அளவில் மாசுபடுத்தும். இதற்கு முன்னர், நியூட்ரினோ ஆய்வு நடந்த பல நாடுகளில் அணுக்கதிர் வீச்சு அபாயங்கள் நிகழ்ந்துள்ளது. இதனை உணர்ந்தே சுற்றுச்சூழல் ஆர்வலர்கள், வேளாண் பெருமக்கள், பொதுமக்கள் எனப் பலரும் தீவிரமாக அந்தத் திட்டத்தை எதிர்த்துப் போராடி வந்தனர். எனினும், அவர்களின் எதிர்ப்பையும் மீறி, நியூட்ரினோ ஆய்வு மையத் திட்டத்துக்கு ஒப்புதல் அளித்தது மத்திய அரசு. இந்தப் பேராபத்து மிக்க ஆய்வு மையத்தைச் செயல்படுத்துவதன் மூலமாக மக்களின் வாழ்க்கைக்கும், விவசாயத்துக்கும், சுற்றுச்சூழலுக்கும் நிரந்தர முடிவை ஏற்படுத்த மத்திய அரசு திட்டமிடுவதாகவே தோன்றுகிறது.
2018 ஆம் ஆண்டுத் தேசிய பசுமைத் தீர்ப்பாயம் அளித்த தீர்ப்பில் நியூட்ரினோ திட்டத்தை தேசிய வனவுயிர் வாரிய அனுமதி இல்லாமல் தொடங்கக் கூடாது என்று உத்தரவிட்டிருந்தது. இதற்காக டாட்டா அடிப்படை ஆராய்ச்சி கழகம் (Tata Institute of Fundamental Research – TIFR), வனவுயிர் வாரிய அனுமதி கோரி விண்ணப்பம் செய்தபோது, கேரள மாநில அரசு TIFR கோரிக்கையை நிராகரித்தது. இதனால், வனவுயிர் வாரிய அனுமதியை அப்போது பெறமுடியாமல் போனது. தற்போது, மதிகெட்டான் சோலை தேசிய பூங்கா இருக்கும் பகுதி பாதுகாக்கப்பட்ட வனப்பகுதி அல்ல என்று அறிவிக்கப்பட்டு இருப்பதால், விரைவில் தேசிய வன உயிர் வாரியம் நியூட்ரினோ திட்டத்திற்கு அனுமதி வழங்க வாய்ப்பு ஏற்பட்டுள்ளது. நியூட்ரினோ திட்டம் செயல்படுத்தப்பட்டால் தமிழகத்திற்கு இயற்கை அரணாய் விளங்கும் மேற்குத்தொடர்ச்சி மலையைச் சிதைப்பதுடன், சுற்றுச்சூழலைச் சீர்கெடுத்து, பருவ மழைப்பொழிவிலும் கடுமையான பாதிப்பைச் சந்திக்க நேரிடும்.
ஆகவே, சுற்றுச்சூழல் பேரழிவினை ஏற்படுத்தக்கூடிய நாசகார நியூட்ரினோ திட்டத்தினைச் செயல்படுத்தும் நோக்கில் உடும்பஞ்சோலை மலைப்பகுதியைப் பாதுகாக்கப்பட்ட வனப்பகுதி அல்ல என்று அறிவித்து மத்திய வனம் மற்றும் சுற்றுச்சூழல் துறை வெளியிட்டுள்ள புதிய அரசாணையை உடனடியாகத் திரும்பப்பெற வேண்டும் எனவும், இந்த அரசாணையை உடனடியாகத் திரும்பப்பெற மத்திய அரசிற்கு தமிழக அரசு அழுத்தம் தர வேண்டுமெனவும் நாம் தமிழர் கட்சி சார்பாக வலியுறுத்துகிறேன்.

Withdraw New Govt Order Declaring Udumbanchola Hill Area ‘Not a Protected Forest’!
The Ministry of Environment, Forest and Climate Change (MoEFCC) has issued a shocking new government order declaring the Udumbanchola Hill area, Theni district as ‘not a protected forest area’ to the implement the Neutrino Project in the Western Ghat region.
The Udumbanchola Hills, located in the Mathikettan Shola National Park in the Western Ghats, was declared a protected forest area in 1987. Thus, it is forbidden to setup any factories that affect the environment in this area. In this context, the Centre’s declaration that this forest on the Tamil Nadu border is not a protected forest is highly condemnable. It is in this mountainous region that the Centre plans to launch The India-based Neutrino Observatory (INO) Project.
Tunnels will be laid 2.5 km down, 1.3 km from the top of the mountain for the Neutrino Observatory Project. To this end, rock-splitting technologies, the use of explosives, and a mixture of radioactive materials are detrimental to water, wildlife, and plants. Also, the dust zone that arises, when rocks are blasted, will pollute the air to a great extent. Prior to this, atomic radiation hazards had occurred in many countries where neutrino research had taken place. Realizing this, many environmental activists, agriculturists, and the general public actively fought against the Neutrino Project. However, despite their opposition, the Centre approved the Neutrino Observatory Project. It seems that the Central Government is planning to bring about a permanent end to the lives, agriculture, and environment of the people by implementing this malicious research center.
The 2018 National Green Tribunal ruled that the neutrino project should not be started without the approval of the National Wildlife Board. When Tata Institute of Fundamental Research (TIFR) applied for permission from the Wildlife Board, the Kerala state government rejected TIFR’s request. Thus, the Wildlife Board’s permission could not be obtained at that time. Currently, the National Wildlife Board has the opportunity to approve the neutrino project soon, as it has been declared that the area where Mathikettan Shola National Park is located as not a protected forest. If the neutrino project is implemented, it will destroy the Western Ghats, which is the natural sanctuary for Tamil Nadu, and cause severe damage to the environment and seasonal rains.
Therefore, on behalf of the Naam Tamilar Katchi, I urge the Tamil Nadu Government to immediately withdraw the new order issued by the MoEFCC declaring that the Udumbanchola Hill is not a protected forest ares with a view to implementing the destructive neutrino project that could cause environmental catastrophies.
