நவீன அறிவியல் வளர்ச்சியானது பல நல்ல மாற்றங்களை மனித குலத்திற்கு அளித்திருப்பதுபோல் சில தீய விளைவுகளும் அதனால் ஏற்பட்டுள்ளது என்பது உண்மை. சமூகவலைதளங்கள் உட்பட இணையதளங்கள் பல புரட்சிகர மாற்றங்களை மக்கள் மனதில் தோன்றிட காரணமாகியுள்ளது என்பதையும் மறுப்பதற்கில்லை. எனினும், இதே இணையத்தையும் சமூக ஊடகங்களையும் சிலர் முறைகேடாகப் பயன்படுத்துவதாலும், மற்றவர்களையும் முறைகேடாகப் பயன்படுத்த வழிகாட்டுவதாலும் தங்களுக்கும், சமுதாயத்திற்கும் ஆபத்தினை ஏற்படுத்தி விடுகின்றனர். நெருப்பு எப்படி நன்முறையில் பயன்படுத்தும்போது ஆக்கவும், தீயமுறையில் பயன்படுத்தும் போது அழிக்கவும் செய்கிறதோ அப்படி இந்த இணையமும் ஆக்கபூர்வமாகப் பயன்படுத்தும்போது நன்மையையும், தவறாகப் பயன்படுத்துவதும்போது தீமையும் ஏற்படுத்துகிறது என்பதை மறுப்பதற்கில்லை.
அந்த வகையில் அண்மைக்காலமாகத் தமிழ் சமூகத்திற்கு மட்டுமின்றி இந்தியா முழுவதுமே இளைய தலைமுறையினரின் எதிர்கால நல்வாழ்விற்குப் பெரும் அச்சுறுத்தலாகவும், பேராபத்தாகவும் மாறிவிட்டது இணையவழி நிகழ்நிலை (ஆன்லைன்) சூதாட்டங்கள். தமிழகத்தில் இலாட்டரி உட்படப் பணம் வைத்து விளையாடும் சூதாட்டங்கள் சட்டப்படி குற்றமென்று தடை செய்யப்படுள்ளன. அவற்றில் ஈடுபடுவோர் மீது கைது நடவடிக்கை எடுக்கப்படுகிறது. ஆனால் அதே ரம்மி போன்ற சூதாட்டங்கள் இணையம் மூலமாக தமிழகம் முழுவதும் எவ்வித தடையுமின்றி நடைபெறுகிறது. வெளிப்படையாகப் பிரபலங்கள் மூலம் எவ்வித தயக்கமுமின்றி விளம்பரமும் செய்கின்றனர். தொலைகாட்சிகளில் விளம்பரம் செய்யும் அளவுக்குப் பெரும்பணபுழக்கமுள்ள தொழிலாக மாறிவிட்டன இந்த நிகழ்நிலை சூதாட்டங்கள்.
கொரோனா பொதுமுடக்கத்தால் நிகழ்ந்த வேலையிழப்புகளும், வெளியிடங்களுக்குச் செல்ல முடியாத சூழலும், அறிமுக ஊக்கத்தொகை போன்று பணத்தை மையமாக வைத்து இளைஞர்களிடமும், மாணவர்களிடம் குறுக்குவழியில் அதிகப் பணம் ஈட்டுவதற்கான ஆசையைத் தூண்டி அதன்மூலம் அவர்களை மாய வலையில் விழ வைக்கின்றன இந்தச் சூதாட்டச் செயலிகள். இதனால் பொருள் இழப்பு, விலைமதிப்பற்ற நேர இழப்பு மட்டுமின்றி எதிர்கால முன்னேற்றத்திற்கான இலக்கை நோக்கிய பயணத்திலிருந்து இளைய தலைமுறையினரை மடைமாற்றி அவர்களது நற்சிந்தனையைச் சிதைக்கிறது. இறுதியில் மன அழுத்த்திற்கு ஆளாக்கி தற்கொலை செய்துகொள்ளும் அளவிற்கு இளைஞர்களின் வாழ்வினையே பாழ்படுத்திவிடுகிறது.
அண்மையில் (ஆகத்து-9) திருச்சி மாவட்டம் திருப்பராய்த்துறையைச் சேர்ந்த ஆனந்த் என்ற 26 வயது காவல்துறையில் பணிபுரியும் இளைஞர் இணையவழி சூதாட்ட பழக்கத்தினால் ஏற்பட்ட கடன்சுமை காரணமாக மனமுடைந்து தற்கொலை செய்துகொண்டார். இதே காரணத்திற்காகக் கடந்த மே மாதம் கடலூரை சேர்ந்த பொறியாளர் அருள்வேல் என்பவரும் தற்கொலை செய்துகொண்டார். காவல்துறையில் பணிபுரியும் ஒரு இளைஞரையே தற்கொலை செய்துகொள்ளும் அளவிற்குத் தூண்டியுள்ளது என்றால் இந்த இணைய வழி சூதாட்டங்கள் இளைய தலைமுறையையே மொத்தமாகச் சீரழிக்கும் பேராபத்துள்ளது என்பதை அரசு உணர வேண்டும்.
இதை உணர்ந்துதான் கடந்த சூலை மாதம் 24 ம்தேதி உயர்நீதிமன்ற மதுரைக்கிளையின் நீதியரசர் புகழேந்தி, தெலுங்கானா மாநிலத்தில் ஏற்கனவே இந்த இணையவழி சூதாட்டங்களுக்குத் தடை விதிக்கப்பட்டுள்ளதை சுட்டிக்காட்டி இந்திய முழுவதும் இணைய வழி சூதாட்ட ரம்மி விளையாட்டிற்குத் தடைவிதிக்க மத்திய , மாநில அரசுகளுக்கு உத்தரவிட்டார். ஆனால் மத்திய, மாநில அரசுகள் இதுவரை எவ்வித உத்தரவோ, அறிவிப்போ வெளியிடாதது ஆட்சியாளர்களும் இந்தச் சூதாட்டங்களுக்கு உடந்தையோ என்கின்ற ஐயத்தை மக்கள் மத்தியில் எழுப்பியுள்ளது.
பாலியல் சீண்டல்கள் இணையம் வாயிலாக நடந்தாலும் தண்டணைக்குரிய குற்றமாகக் கருதப்பட்டு எப்படிச் சட்டப்படியான நடவடிக்கை எடுக்கப்படுகிறதோ அதுபோல் சூதாட்டங்கள் நடைமுறை வாழ்வில் மட்டுமின்றி இணையம் வாயிலாக நிகழ்ந்தாலும் தண்டனைக்குரிய குற்றமாகக் கருதப்பட்டுச் சட்டநடவடிக்கைகள் எடுக்கும் வகையில் அவசர சட்டத்தினைக் கொண்டுவர வேண்டும். இவைகள் தடுக்கப்படாவிட்டால், எதிர்காலத்தில் மிகமோசமான சமூக, பொருளாதாரப் பிரச்சினைகள் ஏற்படக்கூடும். மேலும் குழந்தைகள் தொடர்பான ஆபாச இணையதளங்களைத் தடை செய்தது போல் இளைஞர்களைக் குறி வைக்கும் இதுபோன்ற சூதாட்டச் செயலிகளையும் தடை செய்ய மத்திய-மாநில அரசுகள் உடனடியாக நடவடிக்கை எடுக்க வேண்டும் என்று நாம் தமிழர் கட்சி சார்பில் வலியுறுத்திக் கேட்டுக்கொள்கிறேன்.

Online Gambling Games Should be banned!
It is true that the development of modern science has produced many positive changes to mankind as it has made some harmful effects as well. There is no denying that internet, including social media, have brought about many revolutionary changes in the minds of the people. However, the abuse of the internet and social media by some people and the misuse of others put themselves and society at risk. Just as fire is used for good as well as destructive purposes, there is no denying that the internet is used for both beneficial and harmful effects.
In that respect, online gambling has become a major threat to the future wellbeing of the younger generation, not only to the Tamil community but also throughout India. In Tamil Nadu, money-involving gambling including lottery is prohibited as a crime under the law. The law breakers, who are involved in playing rummy, are being arrested, but the same rummy gambling is being played through the internet without any obstacles in the entire State. Advertisements are also being displayed openly involving celebrities without hesitation. These real gambling have become a huge profitable businesses that have reached to a level of advertising them on TV.
The COVID-19-related unemployment, circumstances that make people unable to go outdoors, and the incentives given by these online gambling games that primarily focusses on money, trigger the desire to make more money using shortcut making youth and students fall into this dangerous trap. This not only causes loss of material, precious time but also distorts the youth from their path towards future. It eventually ruins the lives of young people to the extent that they become mentally ill and commit suicide.
Recently (on 9th Aug) Anand, a 26-year-old policeman from Tiruparaithurai in Trichy district, committed suicide after being overburdened by a debt burden due to online gambling. For the same reason, an engineer from Gudalur, Arulvel, committed suicide last May. If a youth in the police department is so incited to commit suicide, the government should realise that online gambling is a disaster that can devastate the entire generation.
Realizing this, Justice Pugazhendi of the Madras High Court, Madurai Bench, on July 24, ordered the Centre and the State governments to ban online gambling in Telangana, pointing out that the state has already banned these online gambling games. But the Centre and the State have not issued any orders or notices, which raises doubts among the people whether the authorities are also complicit in the gambling.
As legal action against online sexual abuse, considered as a punishable crime, is being carried out, the gambling should be declared as punishable offence as well, not only the offline but also online games, and punish the law breakers. If these are not prevented, there will be serious social and economic problems in the future. On behalf of the Naam Tamilar Katchi, I urge the Central and the State governments to take immediate measures to ban such gambling apps targeting youth as both banned child-related pornography websites.
